18. Subsidizing goods rather than people benefits individuals with higher incomes, who pay the same prices for products as those with lower disposable incomes. Such a policy only reinforces existing social differentiation while encouraging waste by distorting pricing systems. Because bread was so cheap, for example, it was widely used as fodder, especially for pigs.
