I have decided to refer to Jews and Arabs who are citizens of Israel as Israeli Jews and Israeli Arabs, just as one usually refers to American citizens of various ethnic groups as American Jews, American Arabs, and so forth. Despite the obvious political and social differences between minorities in the United States and in Israel, the American terminology offers an apt differentiation among citizens of various ethnic groups.
