Tashiro Antei had recommended the government abolish the post-disposition policy of preservation of old customs as a possible obstacle to the pressing strategic policies of establishing a garrison on Okinawa, guarding against invasion and quelling local unrest. Yamagata Aritomo favored instead a gradual lifting of preservation policies. Many of Tashiros recommendations were nevertheless implemented before and after the Sino-Japanese War (1895). See
