The ambiguous views about the extent of state intervention can be understood in the context of what Yearwood considers to be the main debate over the role of the League of Nations during the last days of the war: between those "who looked back to the nineteenth century ideal of free trade" and those who "were moving [toward] a realization that a new, more managed economic system internationally as well as nationally, would characterize much of the twentieth century." Yearwood also found amongst the authors of The Round Table a similar group of "fervent religious believers who hoped for a fundamental transformation of human society, [who] tended to see the League in sacramental terms as the outward and visible sign of that transformation, showing that the interest of humanity would be put in front of those of individual states"
