The classical "bremss" emission probability Eq. 2 appears justified by the fact that in this dipole mode nucleons are oscillating in a classical allowed region. A decaying phonon model was worked out in Refs.. A comparison with the "bremss" approach can be found in Ref.. Some unconsistency appears: the larger "bremss" yields can be reproduced only by adjusting the number of GDR phonons to values corresponding to times well before statistical equilibration.
