    • Pennsylvania History 28 (1961), 51-52. African Americans across the North achieved little success in their efforts to persuade state legislatures to grant them political rights. Only in Minnesota and Iowa-both with miniscule black populations - was suffrage enacted by popular vote. In all other northern states where the issue was voted on by the legislature or in a popular referendum, it lost by a decisive margin, even where Republicans constituted a majority of voters or controlled both legislative houses.
