This is not to say that state officials had no apprehensions about Islam. But a more thoroughgoing Islamophobia on the part of the secular government appears to have been a development principally of the post-1905 period, when a combination of Muslim deputies' oppositional stance in the Duma, a more dynamic Islamic reform movement, and the Young Turk Revolution in the Ottoman Empire inclined government officials to view Muslims, especially in the Volga region, in more dangerous political terms.
