The Convention has three interconnected goals: The preservation of biological diversity, the sustainable use of its components, and the fair and equitable sharing of the uses of natural resources. Yet, Article 4 holds that contracting parties to the CBD have responsibility for components of biological diversity within the limits of national jurisdiction and for processes and activities carried out under their jurisdiction and control both within and beyond their borders. With respect to areas beyond national jurisdiction, such as the high seas, parties are urged to cooperate, nothing more.
