The only exception is represented by the case of the Institute for Technology in Food and Agriculture (IRTA) for which there has been an instance of effective transfer of resources from State to Catalan Government control. The competence acquired by the regional government in agricultural research in Catalonia, led in fact to the creation of this Institution.
