Movement of the Maoist guerillas into holding camps, confinement of the Nepalese army to its barracks, the inclusion of the Maoists in a new interim legislature and government, and the holding of elections for a constituent assembly had been the main points of agreements reached in 2006 between the Maoists, who had been conducting an insurgency since 1996, and the Seven Party Alliance SPA, which had accepted the parliamentary system set up in 1990. The Maoists' championing of ethnic and regional rights had earlier attracted support from a wide spectrum of groups in the Tarai, including some members of the relatively prosperous Yadav caste. When many Yadavs switched to the MJF, members of lower castes in the Tarai - who resented their own subordination to the Yadavs within the region - tended to stay with the Maoists. Jwala Singh (a Dalit) broke away from Goit's JTMM faction, accusing Goit (a Yadav) of favoring his own caste.
