The literature reveals many definitions of a health system, each with carefully nuanced differences. In 2007, for example, WHO defined a health system as all organizations, people and actions whose primary intent is to promote, restore or maintain health (Ibid.): p. 2 (italics in original). For present purposes, there is no need to favor one definition over another because all the features and measures identified in this article should be part of any health system, however defined.
