Jutland is linked to Germany via the UCTE system with DC links to Norway and Sweden; Zeeland and neighbouring islands to Sweden and (asynchronously) Germany via the Nord Pool system. Congestion in grid capacity of these neighbouring countries poses operational limits of 800 MW to the North and 1300 MW to the South. In addition to wind power, CHP output also has priority in the grid networks. [See: Mignard, D., Harrison, G.P., Pritchar, C.L., 2007. Contribution of wind power and CHP to exports from Western Denmark during 2000-2004. Renewable Energy 32, 2516-2528.] The relatively low mean wind speeds in inland Germany have resulted in load factors averaging around 16% or below in these areas, raising concerns about the efficiency of German policy from Deutsche Agentur and other sources.
