The State Council's Circular on Deepening the Rural Compulsory Education Assured Funding Mechanism Reform (December 24, 2005). This circular, which was directed at rural compulsory education, also mentioned that compulsory education stage students from households that benefit from the urban residents' minimum livelihood guarantees policy shall benefit simultaneously from TEOS for rural compulsory education stage secondary and elementary school students.
