It was active from June 2002 to October 2007. WUP-FIN is an acronym in which the first part comes from the Water Utilization Programme and FIN comes from Finland.

Activities are undertaken throughout mainland Southeast Asia, including major river basins such as the Irrawaddy, Salween, Chao Phraya, Mekong, and Red, as well as other smaller basins
