By "pluralist" decision-making, we mean here the process by which the components of the organization or movement contribute to the decision-making by bringing their particular reading of the situation and organizational interests into play, much in the manner of a state bureaucracy. At the culmination of that process decisions are made which integrate those inputs. "Chaotic" decision-making, on the other hand, is characterized by haphazard inputs which may affect a decision the moment it is taken but do not form a comprehensive strategy.
