14. Here we adopt the quantum FEL scaling (see Ref. [1]) instead of the usual classical scaling of Ref. [7]. In the quantum scaling, over(ρ, -) does not appear explicitly in the solution of the quantum regime, but it is contained in the definition of the variables.
