Bruner describes how members of Solidarity's Orange Alternative protested Soviet occupation by dressing up in ridiculous costumes, waving red flags, and singing communist songs. They were not arrested because it was unclear how to police an action that - at least on the face of it - appeared to be supporting the regime. The public learned from this that they could push the envelope of satire further and further in these sorts of political spectacles.
