The expansion of citizenship necessarily gave rise to a fuller vision of what was entailed in the rule of law; thus, in 1959, the International Commission of Jurists gave the following conceptualization: a dynamic concept which should be employed not only to safeguard and advance the civil and political rights of the individual in free society, but also to establish social, economic, educational and cultural conditions under which his legitimate aspirations and dignity may be realized. Hegel had anticipated this recognition of the social tensions within a 'thin' version of the rule of law, when he advocated its supplement by welfare measures for the poor (G.
