9. Under public pressure, Mbeki appointed a commission in 2002 to investigate whether South Africa needed a new electoral system, but its report has been gathering dust in the President's office since it was delivered in 2004.

11. Mbeki got wind of the behind-the-scenes efforts by ANC members wanting to depose him. This is one reason why Mbeki in 2001 accused former ANC general secretary Cyril Ramaphosa and two other ANC grandees - the businessman Tokyo Sexwale and the lawyer Mathews Phosa, who had both fallen out with him earlier - of plotting. Mbeki later apologized to them for making these allegations. Months before, Mbeki had forced Jacob Zuma, then ANC and South African Deputy President, to issue a public statement denying he had 'presidential ambitions'.
