This arrangement is referred to in three letters from mid-December, one specifically noting that Henry himself countermanded the requesr. The time for correspondence to cross to and from Dublin suggests that the arrangement must have been made before the 29 Dec. decision to call Parliament with Scots and Irish MPs. It cannot refer to an agreement precipitated by Lisies momentary challenge to the Irish and Scots writs in early December: Thurloe SP, vii, 565 (Sir Francis Russell toThurloe, 15 Dec);

The best survey of the evidence on the vexed issue of Cromwell's nuncupative nomination of Richard is by G. B. Nourse, 'The Nomination of Richard Cromwell', Cromwelliana (1979), 25-31. Nourse rather undercuts his own careful analysis by producing a resolution of the issue that makes little sense of the documents that he reviewed. The articles on Oliver (by John Morrill) and Richard Cromwell (by Peter Gaunt) in the Oxford Dictionary of National Biography leave a similar sense of rabbits and hats.

But he is more concerned to show their reluctance to deploy all the resources of parliamentary procedure, rather than the quality and persuasiveness of their substantive arguments. See also Peacey, 'The Protector Humbled', 40-41 - though his suggestion that the Republicans' critique was designed 'to place the Protectorate on a more secure footing' goes too far in the opposite direction.

The phrases are from the prejudiced Whitelocke, but seem appropriate enough: Whitelocke's Diary, 288, 405. Lisle recorded the reasons given by Whitelocke and Widdrington for their refusal to enforce the Ordinance in his 'Abridgement': he clearly shared some of their concerns, but sought to find ways whereby he could deal with these co-operatively with the Protector and his Council, see Kansas MS D87 fos 275V, 278V, 297V, 374.

Thurloe SP, vii, 495-6 (Intercepted letter, 5 Nov. 1658): the writer may refer to Philip Sydney, Lord Lisle, a member of the Council of State, and, like his namesake, another weathercock figure, 'changing with every change' (Second Narrative, 15) but the divisions in the Council had been discussed earlier in the letter, and the phrase 'in the civil magistracy' may be significant. Confusing the two 'Lord Lisles' is easily done: Davies's account (Restoration, 4 n 7, 5, 29-30) invariably assumes John Lisle is meant in contexts where the reference is clearly to Philip Sydney; the indexer of the CSPD for the last years of the Protectorate makes the opposite error.
