In both cases, interest in ICES membership was increased by the signing in 1964 of an international convention that changed ICES from essentially a gentleman's agreement organized through diplomatic channels to an official intergovernmental organization with a status similar to that of United Nations bodies. North American interest was also enhanced by the events that led to the establishment of 200-mile exclusive economic zones and the Law of the Sea Conventions. The ICES Convention was ratified by all member states by the end of 1967.
