A fundamental problem with incomplete enforcement of copyright can be illustrated by a simple example of right holders that consistently enforce licence payments from one set of users while they consistently do not enforce payment from another set that supply the same market. In this situation, all other things being equal, copyright enforcement would simply ruin those users that are forced to pay royalties, to the benefit of those users who escape payment
