The Vellore Citizens' Forum Case (n. 73 above), drawing from the polluter-pays principle, directed the polluting tanneries to pay compensation both to the affected individuals as well as to restore the degraded environment. In 2002, 6 years after the judgment, only 13% of the compensation had been collected and none of it had reached the victims.
