The misinterpretation that Bohr accepted the light quanta is related, in my opinion, to the fact that many authors assume Bohr's expression about the ‘space-time picture’ to be applicable also to the wave propagation of light, and consequently conclude that the failure of space-time pictures applies also to classical wave theory. However, I am not aware of any expressions in Bohr's writings at the time supporting this point of view: wherever Bohr used the phrase ‘failure of space-time pictures’, it referred to models using point-like material particles.
