To understand the congestion and difficulty of air traffic in the New York metropolitan area, it should be explained that it includes three major comme Newark, N.J., and Kennedy on Long Island, the major international destinations; LaGuardia, for domestic flights; as well as the smaller Westchester (New York) airport and that at Teterboro (New Jersey), a major freight and private jet airport. Philadelphia International, only 90 miles away, is usually included in the same computer pattern.

Until the 1973 oil embargo, jet fuel represented only 14 percent of the average airlines operating costs; by the 1980s it was 30 percent and rising. Because jet fuel is expensive, there is a large incentive—but never specific instructions—to cut the bill; to carry less. William Norris, The Unsafe Sky (New York: W.W.
