    • Sally Tomlinson, Education in a Post-Welfare Society (Buckingham: Open University Press, 2001), has described the notion of the failing school as 'a deliberate policy invention ... a result of the introduction of market forces, as parental choice was to be the mechanism by which schools gained or lost pupils, money or resources' (p. 75). She writes, 'Policy convergence between Conservative and Labour governments was most observable over one of the cruellest and most pointless policies developed in the wake of the Education Act - that of attacking so-called "failing schools". These were demonised individual schools, most of which were former secondary modern schools or comprehensives serving disadvantaged working class areas, whose heads, teachers and governors were held to be personally responsible for the under-performance of pupils' (p. 74)
