Interestingly, unlike SREL and Forest Service staff who were hospitable and generous with their time, whatever their uncertainties about why I was there studying them, staff at the on-site, compliance-oriented Savannah River Archaeological Research Program were unwilling to meet with me. One archaeologist who did agree to an interview was actually urged by a supervisor to cancel it.

According to a 1954 study, Negro families who reported their homes to be worth $300 to $600 said they had to pay as much or more than the homes were worth to get them moved. Yet this was the only alternative open to them because the high costs of building relative to the value of their old property precluded their building new homes, while movers' rates, in the absence of meaningful legislation, were commonly raised at the last minute.
