The informal advice is provided under s 16(e) of the Environmental Protection Act 1986 (WA). Section 16 states the functions of the EPA. Paragraph (e) lists the function of advising the Minister on environmental matters generally and on any matter that the Minister may refer to the EPA. Section 16 prescribes no procedure for the provision of this type of advice. Presently, the EPA produces the informal advice without public consultation but publishes the report of the advice. An example of such advice is the EPA's report on its assessment of the "Draft Interim Water Allocation Plan, Ord River, " Bulletin 965, December 1999. Interestingly, the EPA states there that it intends to assess the "Final Water Allocation Plan, Ord River" formally under Pt IV of the Act.
