21. With respect to the former point, one of the refrains of the humanitarian community is that "intervention must take place without there being any intervention." Several senior members of this community have repeated this several times to me. Of course, it raises the question of whether this is actually possible (which is very unlikely), and if it is, how would such power be made accountable?
