3. Norway has three political and administrative tiers of government. The intermediate, county level is administered by an elected county council. The county council is responsible for the regional (county) plans. The state representative at county level is the County Governor. The County Governor plays an important role in providing guidelines for the county plans and to coordinate different state agencies at regional level. When otherwise not stated, we refer to the elected county council as the county authority.
