21. Both toluene molecules are disordered with an SOF of close to 0.5. This value was fixed to 0.5 in the refinement. One toluene looks like a xylene whereas the other is more differently disordered: the benzene rings are shifted so that the p-C atoms are centered in the middle of the other six-membered ring. However, the C-C distances are not equal. No H atoms have been added to these disordered molecules.
