28. DFT accounts for correlation effects beyond the mean-field. However, in its standard implementations, it is still not suitable to address Coulomb blockade and Kondo physics. This is why the bilinear form of Eq. (3) is often naively described as a mean-field approximation, which in the case of DFT is inaccurate.
