The author argues, contrary to the mainstream historiography, that there is no particular methodological conflict between an autocratic regime and a dynamic public sphere. Rather, in the Ottoman context, a dynamic public sphere was, in fact, one of the key elements of the Hamidian regime's legitimation strategies.
