17. The Japanese government established the university system centered in Imperial universities, which remained as major national universities after the World War II. National universities, especially the former Imperial universities, have been considered more prestigious than private universities, except for several top-class private universities. Recently, national universities have been reorganized into independent administrative agencies with less government control than before.
