As explained in our 1991 report, The proportion of agreeing pairs statistic can be understood as follows. Let a randomly chosen respondent make a recommendation for variation 5. The chance that a second randomly selected respondent would agree with the first is 50%, because the proportion of agreeing pairs is 0.50 for that vignette. Although the proportion of agreeing pairs statistic does not adjust for chance agreement, it is clear that no consensus exists when there is only a 50/50 chance that two people will agree. See note 1 above, p. 2580.
