An Act of 6 May 1645 prohibited the import of whale products except in British ships, from Greenland. The ‘Navigation Act’ of 1660 (12 Cha. 2, Cap. reiterated in 13 Cha. 2, Cap. 14 Stat. 1) imposed restrictions on many imports, including whale products. They had to arrive in British-owned ships, with the master and at least three-quarters of the crew ‘English’. 12 Cha. 2, Cap. 4, Appendix (1660) and 25 Cha. 2, Cap. 7 granted import duty advantages, or exemption from part of the ‘Navigation Act’, to whale products caught by ‘English’ ships
