    • This is the case in many countries in sub-Saharan Africa. The HIV/AIDS epidemic in sub-Saharan Africa is highly varied, both between and within sub-regions.     • The author distinguishes between the over-arching concept of human rights-based approach to development and human rights-based approach to development cooperation. The latter is more than a normative approach to development; it sets out to guide development efforts carried out by development agencies, multi- or bilateral donors or nongovernmental organizations (NGOs) and is a practical tool to be used in all aspects and all phases of a development cooperation project or program i.e, analysis and assessment, design, implementation, monitoring and evaluation, In the following focus is on human rights-based development practices for analysis and assessment and design of development cooperation efforts
