Two basic measures are used to compare development of the party membership base: A change in the number of members between two terms expressed as a percentage or in absolute terms, and the percentage of party members in the total number of the electorate: See Katz et al., 'The Membership of Political Parties in European Democracies'; Mair and van Biezen, 'Party Membership in Twenty European Democracies, 1980-2000'. The advantage of the second measure is the fact that it takes into account changes in the number of voters; the number of people entitled to vote in the Czech Republic increased between 1990 and 2002 by 0.7 million, or 9.5 per cent.

ČSSD therefore established a Club of Seniors where an elderly member may be organized without the requirement to be actively involved. According to a statement of a high-ranking official in KSČM, this party has been contemplating for some time the introduction of honorary membership for elderly and less active members who would otherwise face the danger of their membership being terminated on account of insufficient activity.
