It might be delayed, but could not be permanently prevented. According to Kohl, Gorbachev only listened quietly. Instead of responding directly to Kohl's remarks, Gorbachev asked whether he could count on West German economic assistance if he needed. This exchange, which Kohl later labelled "the decisive moment" in the process of German unification, captured an essential aspect of the unfolding Soviet-West German relationship.'
