On 6 June 2006, I participated in a binational meeting in Presidio, Texas, whose sister border city is Ojinaga, Chihuahua. The Mexican consul in Presidio and the U.S. deputy consul from Ciudad Jurez cohosted this gathering. Other official participants from both nations included customs, city managers, border patrol, local law enforcement, and regional universities. All participants agreed that there was a significant lack of comprehension about the complexity of issues related to immigration on the part of both nations' federal governments.

Franco was the prototypical loyal expatriate whom officials sought to mobilize for the benefit of their compatriots and the nation. As an educated member of the middle class, he understood both the needs of his people and his own responsibilities toward them.
