A development zone is a planning form designed to concentrate resources. In the initial stage of China's reform and opening up, capital, technologies and other resources were very limited. Under such circumstances, the governments concentrated limited resources into the development zones so that the productivity of resources could be enhanced. Prior to 2003, there were more than 6,000 development zones of different types across China. According to law, however, development zones could only be established through the approval of the State Council or the provincial-level governments. From August 2003 to June 2004, 70% of all development zones were abolished, as most of them had been established by sub-provincial levels of government.

The executive agency of the land requisition is the development zone that transfers or sells the land according to the governments' agreement. Therefore, it is very complicated to distribute transference and sale revenues, which in any event are unrelated to the amount of compensation given out to the villagers. Both governments and the development zone as the land requisitioning departments have the responsibility to help the villagers to find employment.
