Eventually they got it reduced to 2 million dollars. If they had not been successful in this, the water stations would have had to be taken down. See August

Campbell points out that in places Levinas' proximity does, in fact, take on a spatial dimension which ushers in the need for a justice associated with and sanctioned by the state.
