For the purposes of this paper, we have assumed that it is possible to analyze China's record on the right to health without dwelling on its poor record with regard to civil and political rights. Many experts in the international human rights community insist on the idea that all human rights are seamlessly connected, and hence, that such an analysis is misconceived. Our analysis is, we believe, consistent with the fact that China has ratified the International Covenant on Economic, Social and Cultural Rights but not the International Covenant on Civil and Political Rights.
