14. The Electricity Act 1989 empowers the regulating authority to require by order that public electricity suppliers in England and Wales secure a specified amount of generating capacity from non-fossil fuel. A levy is authorized to be raised on electricity customers to meet the additional costs involved. Contracts are placed by the Non-Fossil Purchasing Agency on behalf of regional electricity companies for up to 15 years.
