Due to space limitations, the step-by-step process of reducing the item pool from 310 items to 23 items will not be presented.The author has also developed and implemented an instrument that assesses leader and employee perceptions of an organisation’s TQM position. The Total Quality Management Questionnaire provides assessment of organisational perceptions from both managerial and employee perspectives. It consists of 120 items within the following dimensions: teamwork; leadership; philosophy, vision, and planning; data and process analysis; continuous improvement; customer satisfaction; problem solving; human resources development and management; organisation’s commitment to quality; employee’s commitment to quality; business results; a validity scale
