However, proportions of stunted and underweight children, at 37% and 23%, respectively, remain "high," according to World Health Organization (WHO) criteria

Increasingly, Chinese authorities are less able and perhaps less willing to hunt down and extradite the rapidly growing numbers of North Korean refugees.
