Undercranking was a term of art in the early film industry. Cameras were turned (cranked) by hand; if you cranked at normal speed, the film when played back represented human motion at normal speed. If you cranked slowly (undercranked), more motion elapsed between frames, and when such film was played back at normal speed, characters appeared to move more quickly - an effect usually used in silent comedies such as The Cost of High Living.
