In 1919 Montreal's archbishop issued a pastoral letter on the issue, encouraging a women's organization, the Fédération nationale St-Jean-Baptiste, to invigorate the Ligue des bonnes moeurs (League for Good Morals). American "talkies," like dance clubs, were targeted by the Catholic Church in its campaign to preserve the morals of young people. Under this act a youthful lawbreaker, defined as between seven and sixteen years of age, was relieved of the "criminal" or "offender" designation and instead labeled delinquent. A juvenile delinquent was described as "any child who violates any provision of The Criminal Code, . . . or of any Dominion or provincial statute, or of any by-law or ordinance of any municipality." For a breakdown of offenses committed by boys see Trépanier et Quevillon, "Garçons et filles," 343. As an example of boys' offenses, a study of 100 boys' cases (10 percent) before the Montreal juvenile court in 1918 revealed the following breakdown: forty involved theft, fourteen incorrigibility, twelve vagrancy, five breaking and entering, four assault, four desertion, four damage to property, four being neglected, three weapons, three selling papers without a license or after hours, one forgery, one firecracker violation (according to municipal bylaw), one trespassing, one indecent act, one traffic violation (according to municipal bylaw), one riding a bicycle without lights, one smoking cigarettes in a public place. The Montreal Juvenile Delinquents' Court's smaller, non-Catholic, English-speaking committee, which served Protestant and Jewish children, had accepted in the 1920s the involvement of the Montreal Mental Hygiene Institute. These psychiatrists were called upon by the Anglophone probation officers, and they also conducted research into delinquent populations through the court.
