Hence, all of them were skilled, but not necessarily in an agricultural related field. One should ask what qualifications should a manager have: Formal education in an agricultural related field or management skills.

In the first district shirkat managers are represented with letters from A01 to A30, province hakims with X1 to X3, district hakims with Z1 and Z4. In the second district shirkat managers are represented with letters from B01 to B36, province hakims with X1 to X3, district hakims with Y1 and Y3.
