In this sense the argument presented here runs counter to Jeremy Black's recent caveat that one should not place undue emphasis on the attempts of governments to foster trade, something which' played only a minor role in French foreign policy'. Although traditional notions of military strength and territorial security were extremely important in contemporary assessments of political priority and the balance of power - especially after 1789 -to suggest that 'economic advantage played only a modest role in the competing currents of alliance diplomacy' is itself an exaggeration

In reality, France's problems had begun with the death of Frederick the Great in August 1786. His successor, Frederick William II, was eager to emulate his illustrious predecessor, and abandoned the cautious policy of his final years in favour of a restless drive for acquisition and influence. At last the British were presented with something which the Franco-Austrian alliance and Prussian moderation had denied them since the end of the Seven Years War - a significant continental ally. The marriage was made in the Dutch republic - so recently wooed from its usual British partner - leaving France with nothing but an unpopular alliance which could no longer fulfil its intended purpose

The Prussian King Frederick William II had wanted to dismember the Austrian monarchy, but his British allies were determined to maintain the new Emperor Leopold II in his possessions and keep the peace in Europe. Above all else they did not want an independent Belgium to fall into French hands. It was at this point that Prussia, infuriated by Britain, began to look to a rapproachement with Austria as a means to acquire territories at the expense of the Poles, or perhaps the French. The history of this rapproachement has been described as constituting in part the history of the war of 1792
